The Aurora Southern Town Centre forms part of the Aurora Development Plan: Part 2 (ADP2), approved in December 2007 and amended in 2016. The Development Plan sets out the framework for further detailed planning at the permit application level.

The Southern Town Centre is defined in the Development Plan to comprise:
• 8,500sqm of retail floorspace (approx.)
• Full scale supermarket
• Additional retail and non-retail specialties
• Commercial and bulky goods retail focused around the Edgars Road and O’Herns Road intersection.
